After filing, some qualified breeding enterprises can transport slaughtered pigs to Guangdong "point-to-point" within a distance of no more than 1000 kilometers. At the same time,Encourage the transfer of pig products from outside the province.

It is understood that in order to implement the spirit of the important instructions of the national leaders on ensuring the safety of the supply of important agricultural and sideline products such as pigs, effectively strengthen the regional management of animal diseases, and coordinate the prevention and control of major animal diseases such as African swine fever, the supervision of pig transportation and the supervision of pig products Stable production and supply, etc., to promote the high-quality development of Guangdong's pig industry, the Guangdong Provincial Emergency Headquarters for Prevention and Control of Major Animal Diseases has formulated five policies in accordance with relevant policy requirements:

5.The designated channel inspection stations should strengthen supervision and inspection, and it is strictly forbidden to illegally transfer pigs from outside the province into Guangdong.Slaughterhouses (farms) shall strengthen the inspection of incoming pigs, and shall not accept pigs from outside the province that have not gone through the "point-to-point" transfer record of pigs and have not been inspected by designated passage checkpoints. All localities should strengthen the supervision and inspection of breeding, slaughtering, transportation and other links, and seriously investigate and deal with the illegal transportation of live pigs and pig products in accordance with the law.

Guangdong is a big province of pig consumption. According to industry statistics, Guangdong's annual pork consumption is about 50 million head. In 2021, Guangdong pig slaughter 33.37 million head, pig self-sufficiency rate reached more than 70%. In the context of strong market demand, Guangdong Province's policies are added and subtracted. The national pig products that have passed inspection and quarantine can be transported to Guangdong. At the same time, the province's pig production capacity is continuously released, and the pork supply is guaranteed.

At the beginning of 2019, the Ministry of Agriculture and Rural Affairs divided the country into five regions: the northern region, the northwest region, the eastern region, the central and southern regions, and the southwest region. Guangdong, together with Fujian, Jiangxi, Hunan, Guangxi, Hainan and other neighboring provinces (regions), took the lead in the country to carry out pilot projects for the prevention and control of major animal diseases such as African swine fever in the central and southern regions.

Starting from November 30, 2019, the slaughter pigs transferred from the non-central and southern regions to the central and southern regions will be transported "point-to-point.

Starting from November 30, 2020, "point-to-point" transportation will be implemented in the Central South District, and the "point-to-point" transportation of meat pigs for slaughter in the non-Central South District will not exceed 1000 kilometers.

Since August 15, 2021, Guangdong Province in accordance with the law to stop the non-central and southern regions of the slaughter of meat pigs into Guangdong, while abolishing the province outside the pig products into Guangdong need to record management measures, clear quarantine qualified pig products can be directly transferred through the designated crossing into Guangdong.

The promulgation of the "Notice" means that the transfer of live pigs (except pigs and piglets) from other provinces into Guangdong will become history, and the transformation from "regulating livestock and poultry" to "regulating meat products" will go further.

According to the relevant person in charge of the Department of Agriculture and Rural Affairs of Guangdong Province, the implementation of the transformation from "regulating livestock and poultry" to "regulating meat products" has five main positive meanings.One is to reduce the risk of pig disease.
